How do we know till we get a hold of it. That's the benefit of a modding kit. The point of mods for me is to add replayability. Usually skills, missions/quests, followers, new gameplay, scenarios etc.

People want full mod kit? That takes probably 1 year or so for devs to give. People always ask modding but doesnt realize what they actually want. Modding is very damn wide subject, not to mention if you want to make some really cool you need a crew.
