Depends on what settings and resolution.
4k ultra? No
1440p ultra? Probably not
1440p medium? Probably yes with lower framerates.

1080p on very high or ultra settings? Definitely. No problem

The 1660ti is still better than what most steam users have. It wouldn't make any sense if CDPR would make a game which 50% of gamers couldn't play.
