Since you are in a cyber world you will probably will able to change skills and probably implants. I imagine that some of the implants will be permanent, while some of them could allow some modifications based on what you need.

Plus since there are characters that are able to mount implants on the player, i would probably expect to be able to respec my character since the game offer very different ways to play it (BASED ON THE CURRENT INFORMATIONS) and being a stealth player could not be the perfect solution for every type of missions.

Maybe the core elements of the character, like it's origins for example, will be fixed since it give the player special dialogue options and choices.
