When CDPR does a good job in optimizing the game with I think they will you won't need anything sky high hardware wise.
Remember that this game will come out for the base PS4 and XBox One. If you have something which can match the power of the consoles you shouldn't have a problem

And with the PC specs, nothing was stated, but I'm pretty sure that If you could run The Witcher 3, you will be able to run Cyberpunk too, just not on max.
