Video of the issue:

Have this glitch that happens after leaving the Inventory/Map/Crafting/Journal/Character UI.
Usually it stops after a while (like in the video, sometime longer), but on some occasions it doesn't.
When it persists, opening up the ESC Menu (Save/Load game/ Exit) and waiting about 3 seconds makes it stop.
But as I have to open map and inventory on a regular basis, the issue returns.
