Whats wrong with? To spoil peoples fun, who figure out that they did mistakes in attributes at the very beginning of the game? If there will not be, a mod might fix it later. No one can expect peoples to be 2077 pros when the game comes out new and there are also people who cannot play 8 hours a day, so having to start over again might be a big waste of time.
Since you are in a cyber world you will probably will able to change skills and probably implants. I imagine that some of the implants will be permanent, while some of them could allow some modifications based on what you need.
Plus since there are characters that are able to mount implants on the player, i would probably expect to be able to respec my character since the game offer very different ways to play it (BASED ON THE CURRENT INFORMATIONS) and being a stealth player could not be the perfect solution for every type of missions.
Maybe the core elements of the character, like it's origins for example, will be fixed since it give the player special dialogue options and choices.
