Because cut content is stupid, if the content is there at release it should be available to everybody.
Personally I think the only pre-order bonuses should be a discount or getting the soundtrack for free, and this is coming from someone who pre-orders games they want including this one.

CDPR can do as they choose, but no preorder bonus means no preorder. "Fair" generally depends on your perspective.
Preorder bonuses are in the same category because it's the exact same game whether you preorder or not; it should not give anything more than (post-)release purchases.
Imo incentivizing preordering with exclusive stuff is rightfully frowned upon by many, including CDPR themselves. The only exception was the discount in their store only for GOG preorders, but that was essentially a way to promote their merch and gave no free stuff.

excuse me, are you asking for CDP to become the likes of ubisoft creating so many versions of a game with worthless trinkets, passes, and "in game bonuses" that people needed a wiki, a god damn WIKI to tell the differences about each version?
other than, idk, a collectors edition that comes with a physical jacket, some memorable weapon, accessory, articular or doll is fine, other than that, there should be only 1 version always.

Cdpr dont do any scumbag moves like paywalls, lootboxes, microtransactions, preorder paywalls, edition paywalls, etc. You buy the game, you get all the content plus free small dlcs and updates. Besides. Physical copy of cp2077 has so many smol goodies it is like a upgraded edition almost. Seeing how GOG version has no drm and you get a physical copy with all that ♥♥♥♥ in it I will be getting it on GOG. Valve doesn't take a cut and I can just add launcher as a nonsteam program. I wonder if that gog galaxy thing is up and running and worth checking I can link the two maybe via it.

If you wanna get technical, there’s also a DRM-free version on GoG. As far as multiple versions with special content and whatnot, Drac basically hit the nail on the head: CDPR doesn’t do that.
