Not really, i would say yes since if they will follow the same path of the witcher, dlcs would probably be paid content, but with high quality stories and new content in general.

I would expect after 5/6 month the first big dlc, since the Witcher 3 first dlc had that timeframe after the release. If it's a big dlc, it can take more. But in general i'm pretty sure you will need to pay it.

Gog may be showing you us currency, it doesnt always work converting currency to your region.
