Maybe if you die yeah. I would prefer one main apartment + some safehouses (like 1 per district or 1 per 2 districts) for spawn points when you load your game.
In my case, I don't mind driving around if the city is rich in side content.

I think the map is not going to be huge in terms of ground area, and much of the game's size is vertical, so you might not be miles and miles away. Maybe there will be a "fast travel" option from your car. Personally I won't mind driving, I think there will always be some side activity you will discover on your way.

They'll probably do DLC apartments and houses after the game launches and they can stretch their legs a bit. One apartment is fine for now.
You can hack ATM Machines and rob people. You'll have plenty of eddies. lol

fairly sure it will just use a normal you die game over,

Nope, sorry, they said only 1 apartment even though I don't really fully understand that concept. Does that mean going back and forth every time you want to visit your apartment? If the city is big then the drive from your apartment to your destination might be taking a long while
