That's not true.
You can play the Steam version of the Witcher 3 without having to launch Steam. Opening the witcher3.exe from the game's folder will launch it regardless of Steam and internet connection.
I expect Cyberpunk to be the same, but no one can be sure at this point.
I bought it on gog just to be safe, and besides I fell better about all of my money going to the developer

okay so if thats true, does that mean there isnt a gog client to run it on? sorry ive never owned any games on the gog service but it sounds intresting if 100% of the money goes to cdpr

There is, but it's optional. You can download GoG Galaxy to your desktop just like Steam, or Uplay.
But you can also generate a download link via your account on GoG's website that give you an .exe file that will install the game on your desktop.

CD Projekt Red, the company that is making Cyberpunk 2077, also owns Good Old Games (GoG).

If you get the Steam version Steam must run while playing
On Gog there is no such requirement and the game can be copied and played anywhere, there is no DRM whatsoever.
