Is the "[free] later upgrade" for next gen consoles already applied to PC?
Regarding the above quote, I'm curious if the upgrades are already applied to the PC version through options or if the PC version will get an upgraded version in the future too.
I'm asking because I don't want to play the game until the best version is out.

Just because there are sliders and options, it doesn't necessarily mean that there aren't engine or asset improvements that are being saved for a later date. That's all I was getting it.
I doubt they'd do that because they'd get a lot of flak from people complaining that the game was downgraded for consoles, it just wouldn't make much sense to do unless they got paid a ton of money to make the PC version look like the console version. Even that wouldn't make much sense though because they could show off the PC versions graphics to show how good the game could look if the customer would buy the new consoles.

There is no need for an upgraded PC version because on PC you can change your graphical settings and any other graphical upgrades if they happened would likely just be a free update.
The reasoning behind the upgraded version for consoles is so people can buy it for the Xbox One and then not have to buy it again for the Xbox Series X.

I understand the reason behind the upgrade. I was just curious if they were going to have parity between next-gen consoles and PC to begin with (Day 1) and then at a later day, push the upgrades for all three (PS5, XSX, PC) or if the PC was already the definitive next gen version and PS5 and XSX would be brought up to that standard at a later date.

Hm, you might be right. I just read that the PS5 graphics card is slightly inferior to an RTX 2080 Ti, which is unbelievable and definitely better than your average gaming PC.
PS5 processor is an 8 core, 16 threads with 3,5 GHz, so not top notch but good enough, 16 GB RAM aren't bad either.
Sounds extremely impressive for a console, especially if it's only 500 € as rumoured.

I highly doubt that the PS5 could handle it. Consoles are the budget approach to gaming. They can't compete with the latest in PC hardware. Consoles are optimised to make the most of their limited hardware for those who aren't willing to spend a crapton of money on a gaming PC.

The PS4/Xbox One version will play a lower resolution, won't have ray tracing and will run at 30FPS (probably) - the PS5/Xbox Series X version will be higher resolution, possibly ray tracing, maybe higher FPS.
The PC version will be the full final version of the game, as in it won't get an upgrade.

I assume PC will get an update. Obviously the PC version will look better from the start. But the fact is the game was still developed for current gen. The update should make the PC graphics look even more incredible.
