I noticed as I drove about the map that I could see what seemed to be extremely busy roads but as I got close to them the vehicles seemed to despawn. I didn't think anything of it until I glitched through a building and got this view - seems there are 1000's of cars spawning all over the map in the distance.

(I've had no problems with the game personally aside from the graphics bugs and wet suit removal and I'm 35 hours playtime but I am guessing this could be causing huge problems for...
