A silent hope
Sometimes I imagine the game with a multiplayer similar to GTA.Online, just without the cheaters, modders and griefers.
Imagine running an own shop for hacking gear or implants where other player and of course NPCs can buy their gear required for their next mission. Or you need to do missions to resupply your business with illegal items.
Then roaming free in the city, meeting other players, offering your services as bodyguard, hacker or driver and doing with them missions or just meet friends in a bar owned by a player.

OP was referring to GTA Online when it wasn't filled with trolls and hackers. Yeah, GTA Online sucks now, but if it wasn't for the griefers/hackers, the game would've been so much better and fun.
