As far as I know, there was an interview where the question was about customization and they said they are working on something special and don't want to show it off yet. Which sounds like an yes, so it may not really be an assumption really.

If gta can do it then i dont see why this cant. But why would you want to spend credits on car modding when you can spend them on body modding?

I expect vehicle modification to a certain degree. But to that level of full transformation in actual street racing games like Need For Speed, The Crew or Forza Horizon? Extremely unlikely. I don't think it can even match the changes you can do in GTA5 base game.
