If by sandbox you mean being able to do whatever in a free roam open world, then yes. It's about as sandbox as Witcher 3 in that regard.

I honestly dont think CDPR can screw us over. Big publishers like Ubisoft can. Cyberpunk flops, CDPR is forced to take scenic route via Witcher 4 imho.
