You can pre order it even 2 weeks before release. No reason to rush, else you will be disappointed like many if it gets delayed again.

I would be happy with at least a character creator. I remember back at Dragon Age, you could create a character before the game released and then import it into game.

They didn't push back the release date, they just pushed back when they're doing the Night City Wire which is something that would've just shown gameplay and stuff like that.

You can probably talk to every NPC, and if I remember right, you can even have one night stands with them (depending on your sexuality). Nothing more is known, so just wait until release.
