Top right of Steam window click on your name, go to account details, view purchase history, find Cyberpunk 2077, click it and request a refund.

Totally agree. I refunded the game after they had anounced the news regarding another delay. Have some flashbacks with Mass Effect Andromeda. It was also delayed a few times and it didn't do any good...
