There really is no moral system in the game, I think CDPR want the players to do what they want and not have some meter or bar telling the player what is right and wrong.

That is very likely. Cyberpunk 2077 won't have the crappy gameplay that the Witcher has. It's going to be like a more responsive first-person cross between Deus Ex and GTA.
