What i saw the devs claim the answear is yes to interacting and fighting random npcs but fighting random npcs will be consider a crime like it would in real life so expect depending on where your at i..

If Witcher 3 is anything to go by, try falling a foot or so and it should shatter every bone and kill you instantly.
