i read somewhere that you cant run over peoples with your car ( but i dont remember if it was official or just some random dude talking) so i think the npcs will be like witcher 3, you cant atack them..

Pretty sure Children NPC will be unkillable and maybe certain story NPC for short periods of time for narrative reasons.

Well, its ok to leave people freedom to do that, but I hope there will be consequences for. I think they mentioned in video, that if you kill people in open, it can attract police.

Based on what they shown so far, I dont think you can. Im expecting the civilians will be Witcher 3 style where you can only spook them and alert cops that would apprehend or kill you.I hope I'm wrong..
